The monument is situated near a monument to the victims of World War I in a park under a canopy of lime trees between the Church of St. John the Baptist and a local primary school. The sandstone obelisk is set on a wider concrete plinth. All four sides of the obelisk bear carved inscriptions. The eastern side features a date and a memento. The stepped plinth of the eastern side bears the name of the author. The southern side features the symbol of a twig and the name of an executed citizen. The northern and western walls bear the symbol of Magen David and the names of the Jewish inhabitants of Vraný.

The monument was commissioned by the municipal council of Vraný headed by the mayor Zdeněk Buck and the chronicler Vojtěch Pintr. The idea was born during previous negotiations between the council and some of the survivors of the Holocaust victims about the purchase of their land by the municipality. Mentions of the martyrs inspired the council to erect a monument. The body of the monument was created from an old tombstone of student Kubias, which was found by Vojtěch Pintr outside the cemetery in Lukov. The author of the design and realization of the monument was the stone sculptor Alexandr Bláha from Královice u Slaného. The town of Vraný paid CZK 32 000.
The monument was unveiled on 28 October 1998 on the occasion of the 80th anniversary of the declaration of the independent Czechoslovak Republic. It lists 15 names of Jewish inhabitants of Vraný who had been deported to the extermination camps. The sixteenth name belongs to František Rus, a 20-year-old Vraný citizen who was executed for resisting the German occupation. The monument was unveiled by the Chief Regional Rabbi Karol Sidon to the accompaniment of a Jewish prayer for the deceased. The unveiling of the monument was also attended by the Roman Catholic parish priest from Vraný, Zdeněk Vodička.
Information about the inhabitants of Vraný listed on the monument can be found in the census of 1900. The census reveals that Otakar Propper lived in house No. 125 with his parents Alois and Augusta, née Herz, who ran a butcher shop and sold tobacco, and two brothers Josef and Karel. Otakar was employed as a clerk in a tailoring shop. Otakar's elder brother Josef married Johana Reiman, with whom he had sons Emil and Otto, who took over his father's trade and was registered in house No. 29.
