The monument consists of a sandstone stele accompanied by two asymmetrical five-corner sandstone tablets with the names of the victims, including Holocaust victims. The upper part of the stele is cut smooth, while the lower part resembles a crumbling stone wall, thus symbolically creating the impression of shaky foundations of a seemingly solid structure. A foundation stone from 1947, which comes from the Ležáky quarry, is set in the ground in front of the stele.

In 1946, a committee for the construction of the Resistance Monument was established at the Local National Committee in Přelouč, together with all the local organizations and associations. At the end of 1946 and at the beginning of 1947, the committee organised a collection for the monument and money was also raised from the proceeds of various social events. On 9 May 1947, the second anniversary of the liberation, the foundation stone from the Ležáky quarry was laid, marking the beginning of the construction of the monument. Three variants of the final design were discussed – a sculpture designed by the Prague architect Ferdinand Mázlo, an obelisk, or the construction of a community centre, which was quickly rejected because of the financial and time demands. Commemorating the nine victims of the January 1945 death transport, who were buried in the Catholic cemetery, was also considered. This proposal was in the form of a granite slab with nine symbolic graves in front of it and the names of all the victims of World War I and World War II from the town of Přelouč would be listed on the slab.
At the end of 1949, Václav Linhart donated properties 752/9 and 1814/2 for the purpose of building the Resistance Monument. Another part of the land for the monument (lot 905) was acquired from the Sokol Sports Union. The construction of the Resistance Monument in Přelouč was discussed at a meeting of the town's National Committee on 7 November 1950. At that time, CSK 166,302 was available for the construction of the monument. The town also wanted to contribute with the proceeds from the sale of materials from the demolished house No. 33, which amounted to about CSK 42,000.
However, the construction of the monument was delayed. The rest of the money from the fund was used for the celebration of the 700th anniversary of the town and the foundation stone was even moved from the centre of the park to its edge by Pardubická Street.
The town of Přelouč began work on completing the monument after the Velvet Revolution. On May 6, 1990, a monument designed by the academic sculptor Dagmar Štěpánková-Černá was unveiled at the originally planned location. It consists of a sandstone stele, which contains a tube with the names of 51 victims. Additionally, the names of the fallen were placed in a glass box. In May 2001, five corporations petitioned the city council for the completion of the monument to the victims of fascism, and it was subsequently decided that it would be given a more dignified appearance. The members of the petition committee were Václav Balon, Stanislava Klapková-Rutová, Miroslav Brebera, Olga Večeřová and Zdeněk Jech. The current form of the monument is also the work of Dagmar Štěpánková-Černá. The existing stele was supplemented by two asymmetrical plaques with the names of the victims. The foundation stone from 1947 was placed in front of the new monument. The unveiling took place on 7 May 2004 in the presence of Senator Jaroslava Moserová, the chairwoman of the Central Committee of the Czech Freedom Fighters Union Anděla Dvořáková, the representative of the Pardubice Region Jaroslav Folprecht, the vice-mayor of Přelouč Jaroslav Payour, representatives of the organisers, members of the families of the victims of World War II and more than other 200 people.
