The memorial site (12 x 116 m) lies between the crematorium and the oldest monument from 1955, which was moved there in the early 1970s as part of the cemetery's redevelopment. The memorial connects two marked mass graves. The entire area is recessed slightly below ground level and is surrounded by a low wall on three sides. The wall features a prominent sill and is interrupted by equally spaced vertical blocks, that symbolically divide the area into eight sections. In the centre of each section lies a horizontal granite wheel, with a small pathway leading to each wheel from the main path. The home countries of the victims of Nazism are listed in Czech on the wall sill, and in the countries' respective languages on the vertical blocks.
The Alley of Nations was created as part of the overall redevelopment of the Jewish cemetery in Terezín. It was unveiled together with the dominant menorah-shaped monument near the crematorium, during a commemorative act on 3 September 1972. The architectural and sculptural designs for the entire complex were selected in a nationwide anonymous competition. Based those, a number of memorial sites in the Small and Main Fortresses of Terezín and in Litoměřice were to be transformed. Although only a small part of the entire planned project of the winning authors was realised, specifically the Jewish cemetery became a priority for the commissioning institution. Its redevelopment was carried out in the proposed form and more or less within the planned timeframe.
