The memorial is located north of the historic centre of the town at the intersection of Havlíčkova and Hybešova Streets. It is set in an architecturally designed park in front of local post office. The gently sloping terrain is terraced with low stone walls made of dressed stone. Five rectangular stone tablets of identical dimensions are embedded in the wall lining the south-eastern side of the memorial. The tablets bear inscriptions highlighted in black. Above the middle tablet there is a glass case in a metal frame, holding four glass jars labeled Dachau, Sokolovo, Dukla and Kiev, each containing memorial soil from the respective place.
The dominant feature of the memorial is a sculpture of a mother and child, made of stone blocks with an admitted gap. A young woman sits on a pedestal, a child sits on her lap on her raised right leg, with its feet resting on the mother's left leg. The mother holds the child in her arms, both arms wide open, the hands of the two interlocked. The child's face is turned towards the viewer, as is the mother's, both expressions reflecting anticipation and sadness. Together they look out for the child's father, who is not returning from the front or a concentration camp. The surface of the sculpture is unworked, with the texture of rough stone.

The choice of the site for the memorial fell on the grounds of a former horticultural center. The initial conceptual design for the memorial was drawn up in 1958 by the academic sculptor Jan Tříska (1904-1976) in collaboration with the architect Blahoslav Adamík. However, their project was not realised due to lack of funds. The idea of building a memorial was revived only in 1964.
The existing memorial, dominated by the sculpture of a mother and child, is the work of the academic sculptor Sylva Lacinová - Jílková (1923-2019) from Brno, who, together with her brother, the architect Lubor Lacina (1920-1998), worked out the conceptual theme: a mother and child waiting after the war for her husband, who has not returned from the front or a concentration camp, while the whole world celebrates peace and the end of wartime hardships. All around are still ruins - the remains of the war, destroyed towns and villages - represented by boulders scattered in the background on the green lawn, brought from Rozseč in Vysočina highlands, where the partisan movement was quite strong.
The memorial was made in Olomouc, the total cost of its construction was CZK 58 000. Hundreds of hours of work were done by the citizens of the town on the landscaping of the park around the memorial. The unveiling of the Memorial to Victory and its presentation to the public took place at 11 a.m. on 9 May 1965 on the occasion of the 20th anniversary of the liberation of the town from Nazism by the Red Army. Colonel Kvapil, a participant in the fighting at Dukla, addressed the citizens and the memorial was handed over to the chairman of the Municipal National Committee, Josef Kočvar.
Over time, probably due to ignorance of the history of the memorial's creation, the name Memorial to Victory disappeared from the public awareness. The sculpture of a mother and child became known as the Memorial of Liberation and the wall with the inscription tablets was referred to as the Memorial to the Victims of World War I and World War II. Such designation, however, as well as the division of the memorial, is incorrect.
